I-90 Innerbelt Overhaul Sparks Major Morning Delays; Rain and Sleet Impact Commutes

Morning Commute Overview

Commuters heading into the heart of Cleveland this morning, Thursday, March 5, 2026, are facing a double-header of challenges: slick road conditions and the high-impact start of one of the most significant infrastructure projects in recent city history. With temperatures hovering near 33 degrees and a wintry mix of fog and light sleet reported across Northeast Ohio, drive times are expected to be significantly higher than usual.

Major Highway Projects: The I-90 Central Interchange

The $328.5 million I-90 Central Interchange project has officially moved into its first major phase of lane restrictions this week. The Ohio Department of Transportation (ODOT) is conducting extensive upgrades to the pavement between East 9th Street and Carnegie Avenue. This work is part of a multi-year modernization plan intended to replace infrastructure dating back to the 1960s.

Motorists should prepare for the following specific impacts:

  • I-90 Lane Restrictions: Significant backups are occurring on the Innerbelt as crews begin work on several bridge replacements, including the I-90 spans over Community College Avenue and East 14th Street.
  • Carnegie Avenue: Westbound lane restrictions between East 28th and East 22nd Street are causing heavy congestion for those exiting the interstate into the downtown area.
  • Ramp Closures: While most ramps remain open, short-duration closures are being utilized during off-peak hours to move heavy equipment.

Secondary Arteries and Regional Construction

Construction-related delays are not limited to the downtown core. Several other major routes are experiencing restricted flow today:

  • SR 176 (Jennings Freeway): Northbound lane restrictions and traffic shifts remain in effect between Steel Yard Road and I-71. This work is scheduled to continue through May 2026.
  • Interstate 77: Preparatory work for the upcoming bridge deck replacements near Woodland Avenue has resulted in narrowed lanes and a 50 mph speed limit through the construction zone.
  • Wallings Road: The bridge over I-77 remains closed for total replacement. Commuters are advised to continue using the Pleasant Valley Road detour.
  • I-480 / I-71 Metro Curve: Ongoing bridge deck overlays continue to slow the interchange, particularly for eastbound travelers.

Public Transit and GCRTA Alerts

The Greater Cleveland Regional Transit Authority (GCRTA) reports that most rail and bus lines are operating on a regular weekday schedule. However, passengers should note a few active alerts:

  • Commuter Alerts: RTA recently launched a new text and email alert pilot program for rail riders. Commuters are encouraged to opt-in for real-time updates regarding delays of 10 minutes or more.
  • Red Line Notice: While service is normal today, a major service interruption is planned for this Saturday, March 7, when Red Line trains will be replaced by #66R shuttle buses between Brookpark and Cleveland Hopkins International Airport.
  • Station Access: The elevator at the Louis Stokes-Windermere Station remains out of service for repairs.

Drivers are urged to maintain a safe following distance on the slick roads and allow at least an extra 20 minutes for any route passing through the Central Interchange or the Jennings Freeway.
