Cleveland City Council Convenes for Final General Fund Budget Hearings Today

Cleveland Finance Committee Holds Crucial Budget Session
Cleveland City Council is scheduled to meet today, Thursday, February 26, 2026, for a significant session of the Finance, Diversity, Equity and Inclusion Committee. The meeting, which begins at 9:00 a.m. in the Mercedes Cotner Committee Room at City Hall, is designated as an addendum to the 2026 General Fund budget hearings. This session represents a critical phase in the city's legislative calendar as officials work to finalize the municipal spending plan before the mandatory April 1 deadline.
Focus on Mayor Bibb’s $920 Million Estimate
Today's deliberations center on the $920 million General Fund operating budget proposed by Mayor Justin Bibb. Throughout the budget hearing process, which commenced in mid-February, the administration has characterized the proposal as a "moral document" reflecting a commitment to innovation and fiscal discipline. The total citywide budget, including all departments and divisions, is estimated at $2.34 billion. Council members are expected to use today's addendum hearing to address outstanding questions regarding departmental allocations and long-term fiscal strategies.
Prioritizing Public Safety and Infrastructure
A primary focus of the ongoing hearings is a proposed $11 million increase in public safety spending. Safety currently accounts for approximately 46% of the city’s general fund, totaling more than $400 million. Key agenda items for the committee include:
- Reviewing recruitment strategies to close the 100-plus officer gap within the Cleveland Division of Police.
- Evaluating the implementation of Tanisha’s Law, which aims to modernize the city's response to mental health crises.
- Assessing funding for the Southeast Side Promise program and affordable housing initiatives.
- Discussing capital projects aimed at improving roads, bridges, and basic city services.
Public Access and Transparency
In line with the city’s transparency initiatives, the budget hearings are open to the public at City Hall, located at 601 Lakeside Avenue. For residents unable to attend in person, the session will be broadcast live on TV20 and streamed via the Cleveland City Council’s official YouTube channel. The council continues to encourage resident feedback through its public comment portal as they move toward the final vote in March.
