Cleveland City Council: 2026 General Fund Budget Hearings Begin
Cleveland City Council officially commences its 2026 General Fund Budget Hearings today, Tuesday, February 17, 2026. Following the Presidents' Day holiday, the Finance, Diversity, Equity, and Inclusion Committee will begin deliberations on the Mayor’s estimate budget, which proposes significant investments in public safety and infrastructure. These hearings are vital for the transparent allocation of city resources and are scheduled to run daily through at least February 24.
Sessions begin at 9:00 AM in the Mercedes Cotner Committee Room (Room 217) at Cleveland City Hall. Residents are invited to attend these public meetings to observe the legislative review process. For those unable to attend in person, the proceedings are being broadcast live on TV20 and streamed via the City Council’s official YouTube channel. Public input is encouraged; residents may submit comments regarding department funding, including parks and public safety initiatives, through the Clerk of Council’s office.
Waste Collection: One-Day Delay in Effect
The City of Cleveland Department of Public Works reminds residents that waste and recycling collection is delayed by one day this week in observance of the Presidents' Day holiday. There was no collection on Monday, February 16. Residents with a standard Monday pickup should set out their waste for collection today, February 17. This one-day slide will continue throughout the remainder of the week, with Friday’s regular routes being serviced on Saturday, February 21. Normal scheduling will resume on Monday, February 23.
Public Works and Traffic Advisory: Infrastructure Projects
- Pipeline Infrastructure Replacement (Ward 8): Construction is currently active on East 91st Street (from St. Clair Avenue to 763 E. 91st) and East 92nd Street (from St. Clair to Hillcock Avenue). Enbridge Gas Ohio is replacing steel mainlines with modern plastic infrastructure. Work hours are 8:00 AM to 4:00 PM. Two-way traffic is maintained, but motorists should expect flaggers and minor delays.
- Carnegie Avenue Rehabilitation: The Phase 2 reconstruction of Carnegie Avenue between East 79th Street and Martin Luther King Jr. Drive continues. Drivers are advised that traffic is limited to one lane in each direction. Occasional eastbound detours may be implemented between East 89th and East 90th Streets as work progresses near the Cleveland Clinic campus.
Health Advisory: Lead Safe Law and Air Quality Proposals
The Cleveland Department of Public Health (CDPH) has introduced a proposal today to update the city’s landmark 2019 Lead Safe Law. The new directive would allow landlords of low-risk properties to receive lead safe certificates valid for five years, provided they have a history of consistent compliance. This adjustment is intended to allow health inspectors to focus more aggressively on high-risk, non-compliant housing units. Additionally, the city is reviewing community calls for updated air pollution standards to address rising asthma rates and industrial emissions, marking the first major potential update to these codes in several decades.
