The City of Cleveland has issued several official notices and advisories active for Monday, February 23, 2026. Residents are encouraged to review the following updates regarding municipal budget proceedings, weather-related travel hazards, and ongoing infrastructure projects.

City Council 2026 Budget Hearings

The Cleveland City Council continues its intensive 2026 Budget Hearings today at City Hall. Following the submission of the Mayor’s estimate—which includes a $920 million General Fund operating budget—Council members are conducting deep-dive sessions with various departments. For Monday, February 23, the schedule is as follows:

  • Morning Session: Public Works Department presentation.
  • Afternoon Session: Innovation & Technology Department presentation.
  • Evening Meeting: A full City Council meeting is tentatively scheduled for 7:00 PM in Council Chambers.

Hearings are open to the public in Room 217 of Cleveland City Hall and are being broadcast live on TV20 and the official City Council YouTube channel. The current budget must be finalized and approved by April 1.

Winter Weather Advisory and Travel Alert

The National Weather Service has issued a Winter Weather Advisory for Cuyahoga County, effective until 7:00 PM tonight. Residents should prepare for the following conditions:

  • Accumulation: Lake-effect snow totals between 3 and 5 inches are expected across the Greater Cleveland area.
  • Wind: Gusts may reach up to 35 mph, significantly reducing visibility during the morning and evening commutes.
  • Impact: Slippery road conditions are reported throughout the city. Public Works crews are currently deployed for salt and plow operations, but motorists are urged to allow for extra travel time.

Infrastructure and Utility Updates

The City of Cleveland and Enbridge Gas Ohio remind residents of the ongoing Pipeline Infrastructure Replacement Project (PIR 3927). Work continues today on East 91st Street (St. Clair Avenue to 763 East 91st) and East 92nd Street (St. Clair Avenue to Hillcock Avenue). Two-way traffic is being maintained with the help of flaggers; however, minor delays should be expected between 8:00 AM and 4:00 PM.

Community Health Awareness

In observance of American Heart Month, the Cleveland Clinic has released its 2026 Heart Health Survey. The report indicates that one in four Americans remains unaware of their personal risk factors for heart disease. The City Department of Public Health encourages residents to utilize local clinics for blood pressure and cholesterol screenings throughout the week.
