I-90 Pavement Overhaul and Carnegie Ave Lane Shifts Impacting Sunday Travel

Major Highway Restrictions and Roadworks
As of Sunday, February 22, 2026, motorists in the Cleveland area should prepare for significant lane restrictions on several major arteries. The primary point of concern remains the massive $173 million I-90 major rehabilitation project on the city's west side. Between Hilliard Boulevard in Rocky River and West Boulevard in Cleveland, the roadway is undergoing total pavement replacement. Specifically, for those traveling eastbound today, I-90 is reduced to three lanes between Hilliard and Alger Road. This restriction is expected to remain in place through much of 2026, so commuters should anticipate persistent bottlenecks even during lighter Sunday traffic volumes.
Further south, the I-77 and Wallings Road interchange remains a significant construction zone. The bridge replacement and widening project has resulted in the total closure of Wallings Road between West Mill Road and Mill Road. Additionally, the southbound entrance and exit ramps to Wallings Road from I-77 are closed. Commuters are advised to utilize the posted detour via Pleasant Valley Road, Brecksville Road, and Broadview Road. Within the city limits, the Carnegie Avenue Rehabilitation Phase 2 project is heavily impacting traffic in the University Circle area. Between East 79th Street and Martin Luther King Jr. Drive, the roadway has been narrowed to a single lane in each direction. The City of Cleveland is currently reconstructing the southern portion of the road, and this configuration will persist throughout the year. Drivers heading toward the Cleveland Clinic or Case Western Reserve University should allow for an extra 10-15 minutes of travel time.
In Ward 8, neighborhood travel is restricted due to a pipeline infrastructure replacement project. East 91st Street and East 92nd Street near St. Clair Avenue have established work zones.
