Morning Commute Overview for Wednesday, March 18, 2026

Cleveland commuters heading into the downtown district this morning should prepare for significantly increased travel times. Following yesterday’s large-scale St. Patrick’s Day festivities, the city is transitioning back to a standard work week, but the return to normalcy is complicated by the recent launch of several multi-year infrastructure megaprojects. Drivers are advised to allow an extra 20 to 30 minutes for trips involving the Innerbelt and Central Interchange.

Major Interstate Alerts: I-90 Reconstruction

The most significant impact on today's commute is the start of the I-90 Innerbelt-Central Interchange modernization project. This $328 million endeavor, which officially began earlier this month, has moved into a high-intensity phase. Commuters will encounter the following restrictions:

  • I-90 Mainline: Traffic is reduced to restricted lanes on I-90 between East 9th Street and Carnegie Avenue. ODOT crews are currently focused on bridge decking and pavement replacement.
  • Ramp Closures: The ramp from I-77 Northbound to I-90 Westbound is seeing intermittent closures and heavy congestion as traffic shifts are implemented.
  • Bridge Work: Work is active on the East 22nd Street and Carnegie Avenue bridges over I-90. While these remain open for now, expect narrow lanes and heavy equipment movement near the bridge abutments.

Downtown and Local Road Conditions

Surface street traffic is largely returning to normal after yesterday's parade, though some residual delays remain. Superior Avenue has been fully reopened to through traffic, but cleanup crews may still be active in the staging areas near East 18th Street. Additionally, commuters near the lakefront should note that the Marginal Road Greenway project is reaching a critical construction phase this spring, leading to localized narrowing of South Marginal Road between downtown and East 55th Street.

On the city's west side, construction continues on the Shoreway Tower project near West 76th Street. While the Shoreway (Route 2) itself remains open, local traffic on West 78th Street is restricted due to heavy equipment staging. Drivers visiting Edgewater Park should be mindful of utility relocation work that may cause brief flagging delays.

GCRTA Public Transit Updates

The Greater Cleveland Regional Transit Authority (GCRTA) is encouraging the use of rail services to bypass interstate gridlock. However, riders should be aware of ongoing facility upgrades:

  • Red Line Platform Work: As part of the Railcar Replacement Program, platforms at the Brookpark, East 55th, and Windermere stations are undergoing widening. While service remains active, certain sections of these platforms may be cordoned off.
  • New Commuter Alerts: RTA has officially launched its new 'Commuter Alerts' pilot program this month. Rail riders are encouraged to sign up for these real-time text notifications to stay informed of any service disruptions exceeding 10 minutes.

For those using bus transit, major routes such as the 26-26A (Detroit) and 83 (Warren-West 130) are operating on standard Wednesday schedules, though some delays are expected as buses navigate the I-90 construction detours.
