Grand jury returns indictment; case centers on alleged false reports, improper database access and an alleged assault

A Cuyahoga County grand jury has indicted East Cleveland police officer Latasha Moore on felony and misdemeanor charges tied to three separate incidents in 2024 and 2025. The indictment, returned Feb. 5, 2026, alleges a pattern of conduct that includes tampering with records, unauthorized computer use, and an alleged assault during an arrest.

Moore was placed on unpaid administrative leave by the East Cleveland Police Department on Jan. 22, 2026. Court records referenced in the case indicate Moore is expected to be arraigned at the Cuyahoga County Justice Center at a later date.

What investigators allege happened in 2024

The first incident cited in the indictment dates to Jan. 7, 2024, during a traffic stop involving a 23-year-old woman. Prosecutors allege the woman fled and that Moore later claimed the vehicle ran over her feet and struck her legs with the car door. The indictment alleges Moore then filed multiple records repeating that account, including police reports, court filings, hospital records and workers’ compensation-related documentation.

Investigators say body-camera footage from the stop contradicted Moore’s claims, a conflict that forms the basis for several of the records-related allegations in the case.

Alleged misuse of police systems in February 2025

The second incident is dated Feb. 15, 2025. Prosecutors allege Moore accessed police computer systems and investigatory cameras beyond the scope of her job responsibilities and for personal or non-law-enforcement purposes. The indictment alleges she searched a license plate connected to a personal relationship in order to locate that person.

September 2025 arrest and alleged assault

The third incident cited occurred Sept. 18, 2025, when Moore responded to a call for an unwanted guest near East 133rd Street and Woodworth Avenue. Prosecutors allege Moore claimed a 20-year-old woman spat on her during the arrest. The indictment alleges that after the woman was handcuffed behind her back and placed into a police car, Moore assaulted her.

Prosecutors say Moore filed police and court documents reflecting her account. Investigators state Moore did not have her body camera activated, and that witness statements contradicted her claims.

The investigation included assistance from federal authorities based in Cleveland, alongside county prosecutors. No trial date was immediately available.
